The song is a reference to former Pennsylvania state treasurer Budd Dwyer and his public suicide... Filter said the didn't want to glorify suicide but the phrase 'hey man, nice shot' is to to show the determination it takes to stand up for what you believe in... I don't know the whole story of Budd Dwyer but I do know he shot himself during a live press conference following some bad shit in his life... Wikipedia it for more, i guess =D
